Colorado: Governor Polis, State Officials Celebrate Ribbon Cutting of 54 New Homes Coloradans Can Afford in Frisco

FRISCO – Today, Governor Polis, the Colorado Middle Income Housing Authority (MIHA), the Colorado Office of Economic Development and International Trade (OEDIT), and the Colorado Department of Local Affairs (DOLA) cut the ribbon for The Scout, a new housing community in Frisco, Colorado that will provide 54 middle-income rental apartments for Frisco and Summit County's essential workers. This milestone is made possible by a public-private partnership dedicated to creating more housing now.

"The Scout delivers 54 new apartments in Frisco for the workers and families who keep our mountain communities running. I am thrilled to celebrate this ribbon cutting alongside our partners who are working together to deliver more housing Coloradans can afford in the communities we love. By expanding workforce housing in local communities, we are supporting Colorado's workforce and our local economies," said Governor Polis.

The Scout will provide all-electric, energy-efficient homes within walking distance of downtown Frisco and was built to meet U.S. Department of Energy Zero Energy Ready Home standards. The apartments will serve local residents earning 80% - 120% of the Area Median Income (AMI), prioritizing teachers, first responders, medical professionals, local public servants, and more.

This public-private partnership highlights the shared commitment between local, regional and state partners to create more housing now," said Eve Lieberman, Executive Director of OEDIT.

"We know that workforce housing is one the biggest challenges our mountain and resort communities face. What's most important here is that we're building homes designed for the people who teach in our classrooms, respond to emergencies, and care for our loved ones because people deserve to live in the communities they serve. DOLA is proud to provide funding for developments supporting the larger Frisco community, including The Scout," said Maria De Cambra, DOLA Executive Director.

"The Scout is what becomes possible when committed, determined people choose partnership and share a belief that we can build meaningful homes, for the people who make our communities meaningful. MIHA is proud to have played our part in bringing this community to life alongside our partners," said Peter LiFari, MIHA Board President.

In July 2025, MIHA sold its first tax exempt bonds to support the acquisition and construction of The Scout housing community. The bond proceeds, totalling $18.6 million, will be loaned to The NHP Foundation, the developer and owner of the initiative. Additional support comes from the Town of Frisco and Summit County.

The Scout development was also supported in part by a $2 million grant from DOLA's Strong Communities Infrastructure program, which incentivized the adoption of land use practices that support strategic growth and housing people can afford by aligning local needs and policies with sustainable development goals. DOLA also awarded nearly $376,000 from the Energy/Mineral Impact Assistance Fund (EIAF) More Housing Now Initiative to support the infrastructure around this development.

About the Middle Income Housing Authority

The Middle Income Housing Authority (MIHA) was established in 2022 by the Colorado State Legislature as a special purpose authority, independent from the state, whose purpose is to promote affordable rental housing initiatives for middle-income workforce and their families throughout Colorado. MIHA is governed by a Board of Directors appointed by the Governor, the OEDIT Executive Director, and DOLA's Division of Housing Director. The primary tools offered by MIHA include tax exempt bonds, state and local tax exemption for projects if authorized by the local government and entering into public-private partnerships. MIHA is currently administered by the Colorado Office of Economic Development and International Trade (OEDIT) and is partnered with Sierra Management Group to provide financial advisory services.
