Texas: Governor Abbott Appoints Ten To Trinity River Authority Board Of Directors

Governor Greg Abbott appointed Rich Lavinski, Steve Barksdale, Tyler Jackson, and Martin Black to the Trinity River Authority Board of Directors for terms set to expire on March 15, 2027. Additionally, he appointed Bruce Bynum, Charles Sartain, and Whit Wolman and reappointed Lewis McMahan, Jeff Bradley, and Cary "Cole" Camp to the board for terms set to expire on March 15, 2029. The Authority oversees development and conservation of surface water resources of the Trinity River Basin.

Rich Lavinski of Palestine is managing partner of East 57th Street Partners and a Certified Public Accountant (CPA). He serves on the advisory board of the WaterStone Foundation and on the board of Cartmell Foundation and is a member of the Private Directors Association. He previously served on advisory boards for the University of North Texas and the Lakeview Foundation, and in volunteer and leadership roles with Bill Glass Ministries, First Methodist Church Palestine, and St. Philip's Episcopal Church. Lavinski received an Artium Baccalaureus in Economics from the University of Chicago and a Master of Business Administration in Accounting and Taxation from the University of North Texas.

Steve Barksdale of Athens is the area vice president with Gallagher Insurance. Previously, he worked for Joe Max Green Insurance and Barksdale Harris Insurance. He has previously served in a variety of volunteer leadership roles including president of the Athens Chamber of Commerce, board member with the University of Mary Hardin Baylor, advisory board member for The University of Texas at Tyler, and as the chairman of the Biotech Medical Manufacturing Center of Texas Board. He currently volunteers on the Leadership Committee at Rock Hill Baptist Church.

Tyler Jackson of Liberty is the senior vice president at First Liberty Bank. He is president of the City of Liberty Planning & Zoning Commission, former member of the Liberty County Youth Professional Group, former president of the Liberty County Chamber of Commerce, former vice president of the San Augustine County Chamber of Commerce, and former local committee chairman for Ducks Unlimited Inc. Jackson received a Bachelor of Business Administration in Finance from Texas A&M University (TAMU).

Martin Black of Dew is a production foreman with Hilcorp Energy Corporation. He was previously a production foreman with XTO Energy. He is a board member with Freestone County Game Management Association. Black received a certification in Diesel Technology at Texas State Technical College.

Bruce Bynum of Forney is the senior vice president with City Bank in Lubbock. He is the board vice chairman for the Kaufman Appraisal District, board member for Kaufman County Juvenile Detention, board vice chairman with the Forney Independent School District (ISD) Leadership Foundation, and class secretary for his bible study class. Additionally, he is a former ag & rural chairman for the Texas Bankers Association and former board member for the Forney ISD Facilities Committee. Bynum received a Bachelor of Science in Agricultural Economics from Texas Tech University.

Charles Sartain of Dallas is a partner with Gray Reed & McGraw, LLC. He is a member of the State Bar of Texas, Dallas Bar Association, and the Louisiana State Bar Association. He volunteers in various capacities for the Saint Michael and All Angels Episcopal Church. Sartain received a Bachelor of Science from Louisiana State University (LSU) and a Juris Doctor from LSU Law School.

Whit Wolman of Fort Worth is a small business owner. He is a board member, former board chair, and former treasurer of the Texas Dairy Queen Operator's Council and chair and board member for the City of Fort Worth Board of Adjustment. Additionally, he has volunteered in various roles for Christ Chapel Bible Church and Trinity Valley School. Wolman received a Bachelor of Science in Industrial Distribution from TAMU and a Master of Business Administration from The University of Texas at Austin (UT Austin).

Lewis McMahan of Dallas is retired after a 37-year career at Texas Instruments, working in the worldwide facilities/environmental health and safety organization. He served as its leader from 1998 until his retirement in December 2005. He is a member of the Southern Methodist University (SMU) Lyle School of Engineering Advisory Board. He is the former Chairman of the Texas Instruments Foundation Board, and a former member of the Texas Water Development Board, Texas Instruments Alumni Association, Dallas Museum of Art, and The United Way of Metropolitan Dallas. McMahan received a Bachelor of Science in Civil Engineering from SMU.

Jeff Bradley of Huntsville is the owner of Jeff Bradley Co. He is a member of the Fine Arts Council at UT Austin, a volunteer and participant with the Texas Alliance for Life, a former member of the Huntsville Cemetery Board, and a former trustee of the American Orchid Society. He maintains and preserves one of the most historically important collections of rare orchids in the world and has lectured on his conservation efforts throughout the United States and abroad. Bradley studied natural sciences at UT Austin, studied theology at the University of St. Thomas in Houston, and completed theological studies at Fontgombault Abbey in France.

Cary "Cole" Camp of Arlington is a safety and environmental manager for Principle Services. He is chair of the Texas Interscholastic Mountain Bike League Advisory Board and a member of Bikes for Mission Arlington. He is a former member of the Red River Authority of Texas Board of Directors and the Panhandle Water Planning Group, former board member and vice president for Amarillo Opportunity School, and a former participant in the Amarillo ISD iLead program and the Randall County Sheriff Citizens Academy. Camp received a Bachelor of Arts in Political Science from University of Colorado at Colorado Springs.
