Chicago: Mayor Brandon Johnson Cuts Ribbon on Boulevard Apartments, Preserving 70 Affordable Homes Across Three Buildings

CHICAGO ~ Chicago Celebrates Completion of $40.5 Million Rehabilitation of Boulevard Apartments

In a joint effort, Mayor Brandon Johnson, Ald. Jessie Fuentes (26th), and Ald. Daniel La Sapta (1st) joined the Department of Housing (DOH) and Bickerdike Redevelopment Corporation to celebrate the completion of a $40.5 million rehabilitation project for Boulevard Apartments. The three buildings, located at 929-935 N Sacramento Blvd., 1930-38 N Humboldt Blvd., and 2212-14 N Sacramento Blvd., have been modernized to provide affordable housing for families in the Humboldt Park and Logan Square neighborhoods.

Mayor Johnson emphasized the importance of providing affordable housing for working families in Chicago. He stated, "Building a more affordable Chicago requires making sure working families can remain in the communities they have helped to build." He also highlighted his administration's commitment to supporting new opportunities while preserving existing affordable housing options.

Bickerdike Redevelopment Corporation originally acquired and rehabilitated these three buildings in the early 1990s, providing affordable housing for Chicago families for over 30 years. This latest investment builds upon that legacy by implementing comprehensive upgrades to the apartments and major building systems.

The $40.5 million rehabilitation was made possible through financial assistance from DOH, totaling $12.7 million, as well as a City LIHTC allocation of $2.3 million. Half of the apartments are restricted to households earning up to 50% of the Area Median Income (AMI), with the remaining units restricted at 60% AMI. Additionally, existing subsidy contracts with the Chicago Housing Authority (CHA) and Chicago Low-Income Housing Trust Fund (CLIHTF) provide deeper affordability for 27 apartments serving households at 15% and 30% AMI.

DOH Commissioner Lisette Castañeda emphasized that this project is not just about preserving affordability but also about providing stable homes for working-class individuals and families. She stated, "Because these units will be preserved, that home to return to will remain for decades to come."

Joy Aruguete, Chief Executive Officer of Bickerdike Redevelopment Corporation, also highlighted the importance of preserving existing affordable housing. She stated, "Preserving existing affordable housing is essential to ensuring that longtime residents and families can remain in the communities they call home." She also noted that this investment and partnership will provide quality affordable homes for decades to come, including much-needed three- and four-bedroom apartments for larger families.

Out of the 70 apartments in the development, 12 are four-bedroom, 14 are three-bedroom, 25 are two-bedroom, 18 are one-bedroom, and one is a studio. This provides a variety of affordable options for families of different sizes. The rehabilitation included upgrades such as new kitchens, bathrooms, flooring, and ENERGY STAR® rated appliances. The buildings also received new roofs, masonry repairs, upgraded electrical service, energy-efficient LED lighting, and security cameras in common areas.

One significant change in the rehabilitation was the conversion to all-electric building systems. This eliminated the use of fossil fuels for heating and cooking. New electric heat pumps now provide heating and central air conditioning while programmable thermostats give residents greater control over indoor comfort and energy use. These upgrades were made while preserving the historic character of the buildings.

The completion of this $40.5 million rehabilitation project is a significant step towards providing affordable housing options for Chicago's working families. With these upgrades and preservation efforts in place, Boulevard Apartments will continue to serve as a stable home for many more years to come.
