- Opaque Accounting: The district's reports feature recurring, unusual negative expenditure entries across multiple operational lines, pointing to a lack of straightforward, transparent municipal accounting.
- Paywalls on Public Records: The district currently charges the public for information requests, putting a financial barrier between citizens and public documents they already own.
