Current legislative proposals frequently contain harmful concessions, such as open-ended grandfathering clauses that legitimize outdated, aversive techniques and exemptions for military, law enforcement, or service animals. PPG emphasizes that true reform requires an uncompromising baseline of force-free care, recognizing that a dog's nervous system and capacity for suffering do not change based on its handler's uniform or historical business status.

To build an enforceable, legally sound ecosystem, PPG outlines reform through four distinct lenses:
1. Industry Consensus & Professional Standards: Establishing broad agreement on baseline competencies through an independent Subject Matter Expert (SME) panel, maintaining a strict firewall between education and third-party accreditation (such as the Pet Professional Accreditation Board).
2. Consumer Transparency & Public Safety: Enforcing Federal Trade Commission "truth-in-advertising" principles to eliminate deceptive buzzwords, debunk pseudoscientific dominance claims, and expose the public safety risks associated with behavioral suppression and suppressed warning signals.
3. Modernizing Animal Well-Being & Welfare: Updating state anti-cruelty codes to incorporate the expanded Five Domains Model, legally recognizing psychological trauma and affective mental states as statutory harm before introducing formal licensing.
4. Formal Legislative Oversight & Licensing: Enacting state-level regulatory boards that enforce force-free, evidence-based standards without compromising ethical obligations to pets and their guardians.
