Payrolls Fall by 23,000 as Prior Months Are Revised Down by 103,000; Black Unemployment Remains Far Above White Unemployment
WASHINGTON - EntSun -- The July 2026 Employment Situation Report provides new evidence that the U.S. labor market is weakening, according to Creative Investment Research. Although the headline unemployment rate declined slightly to 4.1 percent, nonfarm payroll employment fell by 23,000 jobs, while May and June employment gains were revised downward by a combined 103,000 jobs.
"The most important number in this report may not be the 4.1 percent unemployment rate," said William Michael Cunningham, Economist and Founder of Creative Investment Research. "It is the loss of 23,000 jobs combined with another 103,000 jobs disappearing through revisions. The labor market is considerably weaker than the headline unemployment rate suggests."
May payroll growth was revised from +129,000 to +63,000, while June was revised from +57,000 to just +20,000. The resulting three-month progression—+63,000 in May, +20,000 in June and -23,000 in July—suggests that employment growth has effectively stalled.

Labor force participation provides another warning. The participation rate stood at 61.4 percent, down 0.7 percentage point since January, while the employment-population ratio has declined 0.5 percentage point to 58.9 percent.
Black Unemployment Remains Elevated
Black unemployment stood at 6.3 percent, compared with 3.6 percent for White workers. Hispanic unemployment declined to 4.6 percent, while Asian unemployment was 4.0 percent.
Although Black unemployment improved from June, it remained approximately 75 percent higher than White unemployment, continuing a longstanding disparity that may also serve as an early warning of broader labor-market weakness.
The deterioration has important implications for minority-owned businesses. Higher unemployment can reduce household spending in minority communities, weakening revenues for local businesses and limiting their ability to hire and invest.
Industry data provide additional reasons for concern. Retail trade lost 19,000 jobs, while financial activities lost another 14,000. Financial-sector employment is now down 121,000 jobs from its May 2025 peak. Health care remained one of the few sources of growth, adding 22,000 jobs, but even health care hiring has slowed.

Implications for Federal Reserve Policy
The July report complicates the Federal Reserve's policy outlook. Persistent inflation must now be weighed against declining payrolls, substantial downward revisions and falling labor force participation.
Further monetary tightening under these conditions could intensify weakness in employment, credit availability, small-business investment and consumer spending.
"The July report should be treated as a warning," Cunningham said. "The question is no longer simply whether employment growth is slowing. The question is whether the United States is moving from a slowing labor market into an outright employment contraction."
