Georgia: Gov. Kemp Announces Two New Agency Heads

ATLANTA ~ The Georgia Vocational Rehabilitation Services Board has officially announced the appointment of Dr. Kirk Shook as the new Executive Director of the Georgia Vocational Rehabilitation Agency (GVRA). This confirmation comes after Governor Brian Kemp nominated Dr. Shook for the position, succeeding Chris Wells who has accepted a new opportunity with the Georgia Hospital Association.

Governor Kemp expressed his gratitude towards Director Chris Wells for his dedication and hard work in advocating for the disabled community. He also acknowledged Wells' commitment to ensuring that Georgians with disabilities have access to resources for success, which aligns with the mission of GVRA.

In addition, Governor Kemp shared his excitement for Dr. Kirk Shook's impact on this new role, highlighting his years of service at the Nonpublic Postsecondary Education Commission (NPEC). With his expertise in education at all levels, Governor Kemp believes that Dr. Shook will further strengthen GVRA's efforts in equipping disabled Georgians with the necessary tools for successful careers.

Dr. Shook brings a wealth of experience to this position, having previously served as a high school teacher for twelve years before joining NPEC. He holds three degrees from the University of Georgia and has also completed various leadership programs at prestigious institutions such as Harvard University.

Magda "Maggie" Rivers has been selected by Governor Kemp to succeed Dr. Shook as Executive Director of NPEC. Rivers currently serves as the agency's Associate Executive Director and has over 12 years of experience working with NPEC. She is well-versed in all aspects of the agency's programs and operations and has played a crucial role in its success.

Governor Kemp expressed his appreciation for Maggie's dedicated service to the state and her willingness to take on this new role. He believes that her deep understanding of NPEC's mission and goals will make her an excellent leader as Executive Director.

In addition to her work at NPEC, Rivers also serves as a board member for the National Association of State Administrators and Supervisors of Private Schools, where she collaborates with peers from across the country to address regulatory challenges and share best practices.

Rivers holds a Master of Arts in Teaching and a Bachelor of Science in Business Administration. She and her husband are proud parents of three children.

Both Dr. Shook and Maggie Rivers have been praised for their dedication to serving the community, with Dr. Shook and his wife even adopting two daughters from foster care in 2025. They both reside in Georgia and are committed members of their local communities.

The Georgia Vocational Rehabilitation Services Board is confident that under the leadership of Dr. Shook and Maggie Rivers, GVRA and NPEC will continue to make significant strides in expanding employment opportunities and promoting independence for Georgians with disabilities.
