Columbia: New Pedestrian Safety Ordinance goes into effect July 1, 2026

(COLUMBIA, MO) ~ Columbia, MO - As of July 1, 2026, the City of Columbia's Pedestrian Safety Ordinance, also known as ordinance 41-587, will be in effect. This new ordinance aims to improve safety for both pedestrians and drivers by prohibiting interactions at medians and intersections where medians are narrow, traffic volumes are high, or speed limits are 35 miles per hour or higher.

In preparation for the implementation of this ordinance, the Columbia Police Department has been working closely with Public Works to educate the community on its guidelines. This includes informing residents about what behaviors are allowed and prohibited under the ordinance, which areas will be affected, how it was developed, how to report concerns, and how enforcement will be approached.

While acknowledging that there may be differing opinions within the community about this ordinance, CPD emphasizes that its main goal is to ensure the safety of all individuals on the road. The department is aware that some residents plan to stage protests on the effective date of the ordinance but stresses that it is not intended to restrict lawful protest activities or expressive behavior in safe locations.

According to CPD officials, standing or remaining on medians in busy roadways poses a significant risk for both pedestrians and motorists. The high speeds of passing traffic make these areas unsafe for anyone to gather or remain in. Therefore, the ordinance prohibits such activities in order to reduce potential risks.

In terms of enforcement, CPD's approach will prioritize safety and education. Officers may approach individuals on affected medians and explain the ordinance before asking them to move to a safer location nearby. Citations may be issued if individuals continue to violate the ordinance.
