Prepared as a companion public comment for legislators and stakeholders, the report evaluates the proposal through three independent perspectives: Gaming Legacy & Community Impact, Game Industry & Designer Perspective, and an Engineering Report addressing long-term operational sustainability.

Rather than focusing solely on consumer rights, the report explores the legislation's practical implications for preservation, community-operated multiplayer, technical education, and the longstanding history of player-led support for legacy titles. Drawing upon decades of industry precedent, it concludes that AB 1921 represents a measured, flexible, and realistic first step toward modernizing digital consumer protections while preserving implementation flexibility for developers and publishers.
