Spokane: SPD Assists Stevens County Sheriff's Office Locate a Reckless Vehicle

~ On the evening of July 21st, 2026, a high-speed pursuit involving a black Chevy Silverado took place in Stevens County. According to dispatchers, the pursuit began around 8 p.m. and was moving into the city, with the truck heading southbound on N. Monroe St. from W. Francis Ave.

Due to the potential danger to the public, Stevens County Sheriff's deputies made the decision to terminate the pursuit. However, Spokane Police officers were able to assist using drone technology instead of engaging in a physical chase.

The Spokane Police Air Support Unit deployed a drone from one of their Skydio DFR pods that they are currently testing. The drone quickly located the Chevy Silverado, which was still driving at high speeds on N. Monroe St. Without any visible police presence in the area, the truck slowed down to normal speeds.

The Air Support Unit officers were able to provide continuous surveillance on the vehicle and relay real-time updates to patrol officers on the ground. The truck was observed making several turns before briefly parking at an apartment complex and then driving eastbound through an alley just north of W. Boone Ave.

The truck eventually crashed through a fence and became disabled, at which point two occupants fled on foot but were soon apprehended by SPD officers.

Stevens County Sheriff's deputies arrived at the scene and took Jack W. Crowther (40) into custody. They also seized his truck and backpack pending a search warrant. It was reported that the backpack contained firearms, narcotics, and cash.

Meanwhile, Spokane police officers arrested Roy J. Blevins (55), who was driving the truck at the time of the collision. Blevins was charged with DUI, Operating with License Suspended 1st Degree, Vehicle Hit and Run-Property Damage, Driving Without Ignition Interlock Device, and Possession of a Controlled Substance. He also had two warrants for prior driving incidents.

Fortunately, no community members or officers were injured during the pursuit and subsequent arrest.

This incident highlights the value of SPD's drone program, which has been in testing for the past few weeks. The Air Support Unit is currently using a Skydio X10 Drone as part of their First Responder (DFR) program, and it has proven to be successful in locating and apprehending suspects. A video from the drone was released, showing the events of the pursuit.

Related photos were also released, including one of the crashed truck and another of the two suspects being taken into custody.

The use of drones in law enforcement has been a controversial topic, but this event serves as an example of how they can be beneficial in ensuring public safety. Without the drone overwatch provided by SPD's Air Support Unit, it is likely that these suspects would not have been located and arrested.
