According to Guberman, the turning point came in April & July 2002, when Boeing mandated that all suppliers be NADCAP- National Aerospace and Defense Contractors Accreditation Program (Heat treatment, welding flight critical processes & AS9100‑certified under the American National Accreditation Board (ANAB) — while Boeing itself held no AS9100 certification at all for over 24 years (Boeing stipulated in bulletins send in your certification- parts and Boeing would visit only if need be or need arises) . This mandate was enforced through Boeing's supplier‑control system and tied directly to accreditation structures later implicated in federal fraud, including U.S. Department of State Contract DOS 19AQMM18R0131.

"This is the root cause no one has touched," Guberman said. "Every whistleblower so far has described symptoms — not the disease. The disease is the collapse of the aerospace certification system."

THE INDUSTRIAL CONTROL STRUCTURE THAT SUPERSEDED FAA OVERSIGHT

In the early 2000s, Boeing, Lockheed Martin, and Airbus formed what became the Industrial Controlled Other Party (ICOP) structure — a private governance system that effectively superseded FAA oversight.

Guberman explains:
  • ICOP dictated supplier certification requirements
  • ICOP controlled accreditation bodies
  • ICOP influenced global aerospace quality rules
  • ICOP operated outside FAA regulatory authority
This structure allowed Boeing to control the oversight system that was supposed to regulate it.

Guberman notes that the FAA sits on the ANSI–ANAB board, alongside Boeing and Lockheed representatives — a conflict that has never been publicly addressed.

"This is why the FAA never questioned Boeing's missing AS9100 certification," Guberman said. "They were sitting at the same table."

THE ELIZABETH LUND CONTRADICTION

On June 27, 2024, Boeing executive Elizabeth Lund stated publicly that Boeing was:
  • "prepared to get AS9100,"
  • "compliant to the standard," and
  • "doing internal audits as if they were certified."

Guberman's investigation shows these statements were not accurate.

OCTOBER 2024: GUBERMAN GOES TO BOEING FACILITIES

In October 2024, Guberman traveled to Boeing's major Washington State sites — Everett, Renton, Auburn, and Northfield — to verify Lund's claims.

What he found was stark:
  • No employees knew what AS9100 was
  • No internal audits were being performed
  • No audit trail existed
  • Employees were discouraged from attending safety meetings because "the plane had to be moved to the next station"

"These findings directly contradict Boeing's public statements," Guberman said. "You cannot be compliant to AS9100 if you do not perform internal audits. That is the backbone of the standard."

HOW GOOD PARTS BECOME JUNK IN AN UNCERTIFIED ENVIRONMENT

Guberman explains that when a supplier produces a part under accredited AS9100 controls, that part is valid only if it enters an aircraft built under the same accredited system.

If Boeing itself is not certified:
  • The part loses its chain of custody
  • The part loses its quality pedigree
  • The part cannot be validated
  • The part becomes junk, even if manufactured perfectly
He cites the Boeing 787 toggle‑switch failure involved in the 2025 India crash as an example of how a single component — produced correctly — can still fail when installed into an aircraft built in a non‑certified, non‑audited environment.

"This is not hypothetical," Guberman said. "This is what happens when the prime manufacturer abandons the standard but forces it on everyone else."

THE 2018–PRESENT RISK WINDOW

In 2018, Boeing escalated the problem, by continuing  forcing all suppliers to keep using ANAB, an accreditation body even though it was shown to have committed fraud being recognized as an "underwriter" on a U.S. State Department contract — including DOS 19AQMM18R0131.

Guberman's findings:
 all certifications issued under ANAB (American National Accreditation Board) and its international equivalents operating under the Multi Regional Agreement (MRA) and Multilateral Agreement (MLA) structures are unreliable from 2018 to the present. MRA-MLA are equivalent to ANSI-ANAB accreditation.   • Composites
  • Titanium

…may have been produced under unverifiable accreditation, then installed into aircraft built under no AS9100 oversight at Boeing.

"There is no waiver, no exception, and no administrative workaround when the foundation itself is uncertified or fraudulent," Guberman said.
