Following Federal Approval of Colorado's Major Disaster Declaration, FEMA Denies Individual Assistance and the Hazard Mitigation Grant Funding Portions of Original Request

DENVER ~ In a recent decision, the Federal Emergency Management Agency (FEMA) has denied Colorado's request for Individual Assistance (IA) and Hazard Mitigation Grant Program (HMGP) funding as part of the state's Major Disaster Declaration. This declaration was approved by the federal government in response to the recent disasters that have struck Colorado.

The IA program would have provided direct assistance to individuals and families in Pueblo and Custer Counties, including temporary housing and support for rebuilding homes. The HMGP funding, on the other hand, would have helped communities become more resilient in the face of future disasters by implementing proactive measures such as flood prevention and wildfire mitigation.

Governor Jared Polis expressed disappointment at FEMA's decision, stating that while the approval of Colorado's Major Disaster Declaration was a crucial first step in the recovery process, the denial of these additional resources is a setback for impacted families and communities. However, he also noted that the state is already working with local governments to coordinate debris cleanup and begin rebuilding efforts.

The disaster declaration request received widespread support from various leaders, including members of Congress, state legislators, local officials, first responders, businesses, and community organizations. They highlighted the extensive damage caused by wildfires and subsequent flooding and debris flows, as well as the strain on local resources.

If granted, IA funding would have provided support for temporary housing, home repairs, essential personal property, crisis counseling, disaster case management, unemployment assistance, and legal services. Meanwhile, HMGP funding would have not only reduced risks for communities but also brought long-term savings according to FEMA's estimate of $6 saved for every $1 spent.

The state now has 30 days to appeal FEMA's decision if it deems it necessary. In the meantime, coordination between state and local governments has already begun for debris cleanup under the approved Public Assistance (PA) program. This program will support critical infrastructure repairs and debris removal on both public and private property, paving the way for communities to rebuild and recover.

As Colorado continues to assess its options and next steps, the denial of IA and HMGP funding serves as a reminder of the importance of being prepared for disasters and investing in proactive measures to mitigate their impact.
