Delivering More Housing Coloradans Can Afford: Governor Polis Signs Laws to Create More Housing for Hardworking Coloradans, Strengthen Colorado's Workforce, and Save People Money on Transportation & Energy

~ Fort Collins, Broomfield, and Lakewood - Governor Polis kicked off his 2025 Statewide bill signing tour today by signing new laws aimed at creating more affordable housing, strengthening Colorado's workforce, and reducing costs for essential items and energy.

One of the key bills signed by the Governor was HB25-1211, which addresses tap fees imposed by special districts. Sponsored by Representatives Rebekah Stewart and Sheila Lieder, as well as Senators Jeff Bridges and Barbara Kirkmeyer, this bipartisan legislation aims to break down barriers to affordable housing by making it cheaper to build and ensuring that fees do not hinder new housing opportunities.

"We are focused on unlocking more housing that hardworking people can afford," said Governor Polis. "These laws break down cost barriers to make it cheaper to build housing and ensure fees don't impede new housing opportunities. In Colorado, we are looking at every solution to lower the cost of housing, and I am proud to continue that important work today."

To highlight the importance of affordable housing, Governor Polis visited Harmony Cottages in Fort Collins. This Habitat for Humanity development is creating 48 new energy-efficient homes for hardworking families.

In addition to addressing housing affordability, the Governor also signed SB25-154 - Access to Educator Pathways at Putnam Elementary School in Fort Collins. This bipartisan bill, sponsored by Senator Cathy Kipp and Representatives Eliza Hamrick and Matt Soper, expands pathways for current teachers to receive specialized training in early childhood education, elementary education, or special education.

"Student success hinges upon our teachers having the support and skills to help students thrive," said Governor Polis. "Expanding opportunities for teachers to get training in these areas is good for our teachers and students."

Another important piece of legislation signed by the Governor was HB25-1010 - Prohibiting Price Gouging in Sales of Necessities. Sponsored by Representatives Yara Zokaie and Kyle Brown, as well as Senator Mike Weissman, this bill aims to protect consumers from price gouging on essential items.

Governor Polis also signed HB25-1281 - Title Register & Drive Kei Vehicles, which was sponsored by Representatives William Lindstedt and Larry Don Suckla, as well as Senators Nick Hinrichsen and Byron Pelton. This bipartisan bill expands the freedom to move in the "Free State of Colorado" by allowing for the registration and use of Kei vehicles - affordable, fuel-efficient, and smaller transportation options.

"In the Free State of Colorado, we are protecting and strengthening our freedom to live our lives the way we want, including Kei Freedom," said Governor Polis. "By unlocking Coloradans' access to Kei vehicles, we are helping those who want to exercise Kei freedom save money while getting where they need to go. I'm thrilled that Colorado is joining 38 other states in breaking down barriers and unlocking Kei Freedom."

In addition to these bills, Governor Polis also signed HB25-1292 - Transmission Lines in State Highway Rights-of-Way. Sponsored by Representatives Andrew Boesenecker and Junie Joseph, as well as Senator Faith Winter, this bipartisan legislation allows for transmission lines to be placed in state highway rights-of-way.

As Governor Polis continues his statewide bill signing tour, he remains committed to finding solutions that will make life more affordable for all Coloradans.
