Columbia Police Property Crimes Unit arrests two suspects in nationwide forgery and identity theft scheme

(COLUMBIA, MO) ~ Columbia Police have made a major breakthrough in a nationwide forgery and identity theft scheme with the arrest of two suspects. The Property Crimes Unit detectives received information about a fraud group operating across the country and were able to track their presence in Columbia through Automatic License Plate Readers data.

On May 8, with the assistance of patrol officers, the detectives located and apprehended Salvador Ocasio, 55, from Bronx, New York, and Lionel Monsanto, 26, from Easton, Pennsylvania. The suspects were found in possession of substantial evidence linked to the forgery and identity theft scheme.

Both Ocasio and Monsanto have been charged with forgery, identity theft, and trafficking stolen identities. This successful operation was made possible by the fully staffed Property Crimes Unit within the Columbia Police Department. This is the first time since 2020 that the unit has been fully staffed, allowing for more effective investigation of property and financial crimes.

The investigation is ongoing and anyone with information about this incident is urged to contact the Columbia Police Department at 573.874.7652. For those who wish to remain anonymous, they can call CrimeStoppers at 573.875.8477. A cash reward of up to $2,500 may be given for information leading to an arrest in this case.

Case Number 2025-004123 remains open as authorities continue their efforts to bring justice to those affected by this nationwide fraud group.
