SACRAMENTO – Governor Gavin Newsom today announced the following appointments:
Ian Vargas Polo, of Oceanside, has been appointed to the California Community Colleges, Board of Governors. Vargas Polo has been Regional Affairs Director Region X for the Student Senate for California Community Colleges since 2026, where he is also Vice Chair since 2026 and Communications Officer since 2026. He has been Peer Advisor for MiraCosta College since 2026. Vargas Polo has been Campus Ambassador for MiraCosta College from 2025 to 2026. He has been a Kitchen Helper for Panda Restaurant Group since 2025. Vargas Polo was a Busser for Harbor House Café from 2024 to 2025. He was a Digital Media Intern for the United Nations in 2024. He is a member of the Associated Student Government and Independent Citizens Bond Oversight Committee. This position does not require Senate confirmation and the compensation is $100 per diem. Vargas Polo is a Democrat.
Katie Porter, of Irvine, has been appointed to the California Community Colleges, Board of Governors. Porter has been a Professor at the University of California, Irvine, School of Law since 2025. She was the 47th Congressional District Congresswoman in the United States House of Representatives from 2023 to 2025. Porter was the 45th Congressional District Congresswoman in the United State House of Representatives from 2019 to 2023. She was a Law Professor at various institutions from 2004 to 2018. Porter earned a Juris Doctor degree from Harvard Law School and a Bachelor of Arts degree in American Studies from Yale University. This position requires Senate confirmation and the compensation is $100 per diem. Porter is a Democrat.
Rachel Rosner, of Encino, has been appointed to the California Housing Partnership Corporation. Rosner has been a Partner at Bocarsly Emden Cowan Esmail & Arndt, LLP since 2019, where she was an Associate from 2011 to 2019. She was a Legal Fellow at the Office of the Counsel to Mayor Antonio R. Villaraigosa from 2010 to 2011. Rosner was a Law Clerk in the Housing and Civil Enforcement Section at the Civil Rights Division of the United States Department of Justice in 2010. She was a Law Clerk at South Brooklyn Legal Services in 2008. She earned a Juris Doctor degree from Washington University School of Law and a Bachelor of Arts degree in Government and Politics from the University of Maryland. This position requires Senate confirmation, and there is no compensation. Rosner is a Democrat.

Duarte has been Deputy Executive Director at the Fresno Housing Authority since 2025, where he held several other positions from 2007 to 2025, including Chief Real Estate Officer, Director of Real Estate Development and Property Management, Interim Director of Finance and Administration, Director of Real Estate Development, Director of Real Estate Development, Senior Development Manager in Planning and Community Development, Development Manager in Planning and Community Development, and Financial Analyst in Planning and Community Development. Douglas McCauley, of Sacramento, has been appointed to the California Earthquake Authority Advisory Panel. McCauley has been the Principal at IMPACT since 2024. He was Commissioner of the California Department of Real Estate from 2020 to 2024. McCauley was the Chief Deputy Director at the Department of Housing and Community Development from 2018 to 2020. He was the Executive Officer at the California Architects Board from 2001 to 2018. McCauley earned a Master of Public Administration degree from Golden Gate University and a Bachelor of Arts degree in Government from California State University, Sacramento. This position does not require Senate confirmation and there is no compensation. McCauley is a Democrat.
Dave Rand, of Agoura Hills, has been reappointed to the California Housing Finance Agency Board of Directors, where he has served since 2026. Rand has been Founding Partner at Rand Paster & Nelson since 2022. He was an Attorney and Partner at Armbruster Goldsmith and Delvac LLP from 2012 to 2022. Rand earned a Juris Doctor degree and a Bachelor of Arts degree in Political Science and History from the University of California, Davis. This position requires Senate confirmation and the compensation is $100 per diem. Rand is a Democrat.
