Bloomington Invites Community Input on Housing and Development Rules at Oct. 28 Plan Commission Special Hearing

~ The Bloomington Plan Commission will hold a special public hearing on Oct. 28 at 5:30 p.m. in City Hall Council Chambers, 401 North Morton Street, to review the city's Unified Development Ordinance and other land development regulations.
The hearing is required under Indiana House Enrolled Act 1001, which directs cities and towns to review zoning and development rules with the goal of increasing housing development.
The review comes as Bloomington implements recommendations from an audit of its development review and permitting processes. Separate amendments to the Unified Development Ordinance are also moving through the Plan Commission and Common Council. The city said the hearing will provide an additional opportunity to discuss how its rules work in practice.
Areas identified for review under the state law include housing density and types, accessory dwelling units, adaptive reuse, setbacks, parking, building height and design requirements, permitting timelines and other regulations that may affect housing development.

Residents and people who work with or are affected by the ordinance—including developers, builders, architects, engineers, contractors, housing providers and neighborhood residents—are encouraged to comment on existing rules and ways to support additional housing and development.
"The state requires us to have this conversation. We want to make it count," Mayor Kerry Thomson said. She said her administration's priorities include increasing housing, supporting economic development and making it easier to invest in Bloomington, while also addressing affordability, sustainability and neighborhood concerns.
Thomson said the city wants to hear from people who work with the rules about where they are effective and where they create barriers.
Comments submitted at the hearing will become part of the public record required under the law and may inform future consideration of ordinance amendments, the city said.
The Plan Commission reviews proposed amendments and makes recommendations to the Common Council, which has final authority over changes to the ordinance. Meeting materials and participation information will be available at bloomington.in.gov/boards/plan.
