The City of Naperville Launches 2026 National Community Survey

NAPERVILLE, Ill. ~ Naperville, Illinois - The City of Naperville has announced the launch of the 2026 National Community Survey (NCS) on Monday, April 6. This survey aims to gather feedback from residents on City services and overall quality of life in Naperville. The City has partnered with Polco, an independent research firm and civic engagement company, to administer the survey. To ensure a representative sample, randomly selected households will receive a mailed invitation and survey packet. An online version of the survey will also be available for all residents a few weeks later. The results of the survey will inform the City's strategic priorities and budget planning for 2027.

This initiative is in line with the City's Bridge to 2023 Priorities Plan, which recommended conducting a statistically valid resident survey every few years to assess resident satisfaction. In 2023, the City worked with Polco to implement the 2023 National Community Survey, and the results were used to create the Naperville 2027: Investing in Our Community Priorities Plan.

The NCS takes approximately 15 minutes to complete and is available in English, Spanish, and Mandarin. All responses are confidential, and no identifying information will be shared. There are two types of surveys - The Sampled Survey and the Open Participation Survey. Both surveys have identical questions except for one difference - participants in the Open Participation Survey are asked to enter their zip code.

The Sampled Survey will take place from April 6 to June 1. A random selection of households will be chosen from a comprehensive list of residential addresses to reduce bias and obtain feedback from all areas of Naperville. This method also ensures statistically valid data by zip code. Polco will mail these households a paper invitation along with a unique code to access the survey, a paper copy of the survey, and a postage-paid envelope. Participants can choose to fill out either version or complete it online.

The Open Participation Survey will take place from May 11 to June 1 and is open to all Naperville residents. The link to the survey will be available on the City's website, www.naperville.il.us/2026NCSSurvey, starting Monday, May 11. Residents can also sign up at www.polco.us/n/res/account to receive a notification when the survey goes live. However, it is important to note that only the Sampled Survey is statistically valid. Therefore, Polco will include the results of the Open Participation Survey separately in its final report.

City Manager Doug Krieger stated, "Launching a community survey every few years allows the City to better understand residents' opinions of City services and helps us identify where we are meeting resident expectations and where gaps exist. The survey data will guide future decision-making, including the allocation of City resources and project prioritization."

The NCS covers ten facets of community livability, including economy, mobility, utilities, and safety. The results will help the City identify areas of strength and improvement and benchmark its performance against other communities across the country. Additionally, the City will compare these results with data from previous surveys conducted in Naperville to track any changes over time. The results will be shared with the community this summer, along with additional communication.
