Texas: Governor Abbott Surveys Flood Damage In Cotulla, Requests Additional Counties For Major Disaster Declaration

~ Governor Greg Abbott of Texas took a tour of the flood-damaged areas today and held a briefing and press conference to update the public on the state's response to the recent severe flooding. As he surveyed the damage along the Nueces River, Governor Abbott expressed his gratitude for the swift and effective actions taken by local leaders, first responders, volunteers, and residents to protect lives and property.

In his statement, Governor Abbott acknowledged that their preparation and response efforts had truly saved lives. He also extended his thanks to everyone who stepped up to help their fellow Texans during this difficult time. The Governor assured that the state will continue to work closely with federal and local officials to support recovery efforts, rebuild infrastructure, and assist Texans in recovering from this storm.

Accompanied by Texas Division of Emergency Management (TDEM) Chief Nim Kidd, La Salle County Judge Leodoro Martinez III, Cotulla Mayor Sandra Luna, and other state emergency management officials and first responders, Governor Abbott emphasized the importance of remaining weather aware as flood waters are expected to rise for several more days. He urged residents to monitor local forecasts, avoid flooded roadways, and follow the safety protocol of "Turn Around, Don't Drown."

In addition to surveying the affected areas, Governor Abbott directed TDEM to request additional counties be added to their previous request for a Major Disaster Declaration from the Trump Administration. The request includes thirty counties that would be eligible for Federal Emergency Management Agency (FEMA) Individual Assistance Programs.

A thorough review of damage assessments in Bandera, Bexar, Comal, Crockett, Dimmit, Duval, Edwards,Gillespie,Gaudalupe Grimes,Jim Wells,Kendall,Kerr,Kimble,Kinney,Lasalle,Live Oak,Maverick,Mcmullen,Mendina,Pecos,Raegan,Sutton,Tavis,Uvalde,Vale Verde Webb,Wilson, and Zavala counties revealed the extent of disaster-related impacts caused by the severe storms and flooding. If approved, federal programs would provide financial assistance to help with qualifying disaster-related expenses in eligible communities. The Governor also mentioned that additional counties may be added as flood waters recede and further damage assessments are completed.

The White House has already authorized FEMA Public Assistance funding for emergency protective measures through Direct Federal Assistance, which includes federal supplies and personnel. However, a request from Texas for a Major Disaster Declaration to authorize additional Public Assistance programs, such as assistance for emergency work and the repair or replacement of disaster-damaged facilities, as well as FEMA Hazard Mitigation Grant Program resources statewide is still pending.

To ensure a rapid response to affected communities across Texas, the State Operations Center remains activated. For those who have sustained flood damage, Governor Abbott encouraged them to report it through the Individual State of Texas Assessment Tool at damage.tdem.texas.gov. He also reminded residents that they can dial 2-1-1 for local assistance with food and shelter.

As the situation continues to develop, more photos will be provided on the state's website. Governor Abbott concluded his briefing by reiterating the importance of remaining vigilant and following safety precautions during this ongoing flood event.
