The Council, after conducting extensive research, identified 10 key recommendations to transform FEMA into a more effective and supportive entity during times of crisis.

The Governor also took the opportunity to thank the Trump administration and his fellow council members for their hard work in developing these recommendations. He stressed the importance of maintaining open dialogue during times of crisis and working together to ensure the best possible response efforts.

The FEMA Review Council was established by President Trump through an Executive Order on January 24, 2025. Its purpose is to advise the President on FEMA's ability to effectively address disasters within the United States and recommend any necessary changes in order to serve the national interest.

Governor Abbott was appointed to the Council by President Trump last May and has been actively involved in its efforts to improve FEMA's disaster management capabilities. With these recommendations in place, FEMA is on track to become a more efficient and impartial agency in preparing for, responding to, and recovering from natural disasters across the country.
