Texas: Governor Abbott Directs Comprehensive Data Center Audit

AUSTIN ~ In an effort to prioritize the safety and well-being of Texans, Governor Greg Abbott has directed the Public Utility Commission of Texas (PUCT) and the Electric Reliability Council of Texas (ERCOT) to conduct a thorough verification and audit of all data centers seeking to connect to the Texas grid. This audit must be completed before any data center project can move forward, and failure to comply with the requirements set forth by PUCT and ERCOT will result in denial of connection.
Governor Abbott emphasized that the top priority is protecting Texans' safety and quality of life. He stated, "Simply put, Texans must come first." With ERCOT currently considering over 474 gigawatts of requests to connect to the Texas grid, which is more than five times the state's record peak electricity demand, there is concern that this unprecedented load growth could jeopardize the reliability and stability of the electric grid.
Building on his previous directive from June 10th, Governor Abbott has instructed PUCT and ERCOT to gather specific information from each data center project. This includes details on their financial independence or dependence on state assistance, such as tax incentives or grants. The extent to which they will rely on ERCOT for power must also be disclosed, along with any efforts being made to generate their own electricity or reduce demand on the grid.

Water usage is another important factor that will be evaluated. Data centers will be required to provide information on their projected annual and peak water consumption, as well as their sources of water supply. The cooling technology being utilized will also be taken into consideration, with a focus on water-efficient systems.
In addition, measures being taken by data centers to minimize impacts on neighboring communities will be assessed. This includes noise mitigation, light controls, traffic improvements, emergency response coordination, and other community protection measures. It is understood that each community is unique and these measures may vary accordingly.
Finally, PUCT and ERCOT will gather information on the ownership and controlling interests in each data center project. This will provide transparency and ensure that all parties involved are held accountable.
