Texas: Governor Abbott Appoints Nine To Brazos River Authority

Governor Greg Abbott appointed Lonnie Key, Stephen Luskey, and Jeff Tallas and reappointed Tom Abraham, Gary Boren, Jim Lattimore, Jr., and Wesley Lloyd to the Brazos River Authority for terms set to expire on February 1, 2031. Additionally, the Governor appointed Brad Benham and Frederick "Fred" Dodd, II to the Board for terms set to expire on February 1, 2029 and February 1, 2027, respectively. The Board formulates plans deemed essential to the operation of the district and its administration in the control, storing, preservation, and distribution of the storm and flood waters of the Brazos River and its tributary streams. In addition, the authority may discover, develop, and produce groundwater in the Brazos River Basin for the use of its customers.

Lonnie Key of Lake Jackson is the president and CEO of First State Bank in Clute. He is a member of the board of directors for the Texas Banker Association. Additionally, he is a director for the Brazoria County Dream Center, Employing People with Disabilities, New Beginning Community Church, and Texas Association of Sports Officials Salt Grass Chapter Umpires. Key received a Bachelor of Business Administration in General Business from Sam Houston State University and a banking degree from Southern Methodist University Cox Southwestern School of Banking.

Stephen Luskey of Fort Worth is a co-founder and the chief commercial officer of Brazos Midstream. He is a member of the Fort Worth Country Day School Board of Trustees. At the University of Texas (UT) at Austin, Luskey is a member of the Longhorn Foundation Advisory Board, the McCombs School of Business Dean's Advisory Council, the Kay Bailey Hutchison Energy Center Board, and the UT Development Board. In addition, he is on the Board of Directors of the Fort Worth Stock Show & Rodeo, a Superintendent, and a member of the Calf Scramble Committee. He is a member of YPO, and the Texas Pipeline Association Board. Luskey received a Bachelor of Business Administration in Finance from UT Austin McCombs School of Business.

Jeff Tallas of Sugar Land is the owner of Tallas Insurance and Financial Services. He is a past president and member of the Rotary Club of Sugar Land. Tallas currently serves on the Community Advisor Board for Memorial Herman Sugar Land. Tallas received a Bachelor of Business Administration in Marketing from Texas A&M University (TAMU).

Tom Abraham of Sugar Land is the president and chief executive officer of Transtar AC Supply. Abraham was the former mayor pro tem and council member for the city of Sugar Land. Abraham received a Bachelor of Science in Mechanical Engineering from The University of Tampa and a Master of Business Administration from Delhi University.

Gary Boren of Lubbock is a retired businessman and music producer. He served for 40 years as senior vice president of G. Boren Services, Inc. He is a member of the Lubbock Chamber of Commerce, Texas Tech Red Raider Club, Texas Tech Chancellor's Council, Texas Tech Society of the SPUR, South Plains Workforce Solution, and the Society of Human Resource Management. He is a former City Councilman for the City of Lubbock and previously served on the Lubbock Independent School District (ISD) Board of Trustees as president. Boren received a Bachelor of Science in English and History from Texas Tech University (TTU).

Jim Lattimore, Jr. of Graford is the owner of The Lattimore Company. He is a member of the Aircraft Owners and Pilots Association and the National and Texas Solid Waste Association of North America. Additionally, he is a member of the McDonald Observatory Board of Visitors and the Possum Kingdom Lake Association. He was honorably discharged from the United States Army. Lattimore received a Bachelor of Science in Aerospace Engineering and a Master of Science in Aerospace Engineering from UT Austin and a Certificate and Strategy and Planning from the Rice Institute – Jesse Jones Graduate School of Business.

Wesley Lloyd of Waco is an attorney and senior counsel at Freeman Mills PC. He is Board Certified in Oil, Gas & Mineral Law by the Texas Board of Legal Specialization. Benham received a Bachelor of Education from Abilene Christian University and a Juris Doctor from Pepperdine University School of Law.

Frederick "Fred" Dodd, II of Bryan is the vice president of CSA Construction, Inc. He holds a board seat on the Texas Water Infrastructure Network and is a member of the Water Environment Association of Texas. Dodd received a Bachelor of Science in Construction Science from TAMU.
