Texas: Governor Abbott Announces Prologis, Ecolab And Crusoe Commit To Comply With His Data Center Standards

~ In a recent announcement, Governor Greg Abbott revealed that three major data center companies, Prologis, Ecolab, and Crusoe, have agreed to comply with the standards and guidelines he established for data centers in Texas. This news comes as a testament to the effectiveness of Governor Abbott's guidelines and guardrails, which are now being universally implemented by data centers across the state.
According to Governor Abbott, these measures were put in place to ensure that data centers do not pose a threat to the state's electric grid, conserve water resources, respect local neighborhoods, and bear their own costs without passing them onto Texas families. He stated, "I established clear guardrails to ensure data centers protect our electric grid, conserve our water, respect our neighborhoods, and pay their own way."
Earlier this summer, Governor Abbott directed the Public Utilities Commission of Texas (PUCT) and the Electric Reliability Council of Texas (ERCOT) to establish statewide standards for data center development. These standards require data centers to pay for their own electric infrastructure instead of shifting costs onto families and small businesses. They must also reuse their own water and reduce electricity costs for Texans. Additionally, they are not allowed to disrupt residential neighborhoods or rely on outdated taxpayer-funded incentives.

The PUCT and ERCOT will closely examine each data center project to ensure compliance with these standards. This includes disclosing all taxpayer-funded incentives tied to the project and providing details on projected electricity demand and plans for on-site generation or other measures to reduce reliance on the ERCOT grid. Data centers must also identify their water sources and usage plans as well as outline measures to minimize impacts on neighboring communities.
Governor Abbott emphasized that transparency is crucial in this process. The PUCT and ERCOT must receive and audit all information before any data center projects can move forward. He stated, "The PUCT and ERCOT cannot make decisions to guarantee grid stability and reliability based on substantially incomplete information." Any data center company that fails to comply with the audit process will have their approval denied.
Since the implementation of these directives, data centers across the state have either announced their full compliance or chosen to end their projects. This demonstrates the effectiveness of Governor Abbott's guidelines in protecting Texas communities.
