Strengthening Colorado's Economy: Governor Polis Takes Executive Action on Making Permitting Easier to Make Colorado More Competitive

DENVER ~ In a move to boost Colorado's economy and attract more businesses to the state, Governor Polis has taken Executive Action to streamline the permitting process for important industries. The Governor's goal is to make it easier and faster for companies in industries such as clean energy, semiconductors, and advanced manufacturing to secure permits in Colorado.
Governor Polis stated that slow and bureaucratic permitting not only hurts the economy but also hinders investment and reduces opportunities for Coloradans. He believes that by making the permitting process more efficient, Colorado can become a top destination for innovative industries and create good-paying jobs.
The Executive Action directs state agencies to work together in creating a single statewide online platform for permitting. The pilot program will begin with the semiconductor industry and is expected to be completed by December 15, 2026. The agencies will then provide a joint report on the progress of the pilot program with plans to expand it to other industries.

In addition to the online platform, agencies are also directed to digitize and streamline processes, set goals for permit processing timelines, and reduce regulatory complexity while still prioritizing environmental protection and public health. This modernization effort will apply to various permit categories overseen by agencies such as the Air Pollution Control Division (APCD), Energy and Carbon Management Commission (ECMC), Hazardous Materials and Waste Management Division (HMWMD), and Water Quality Control Division (WQCD).
These agencies oversee permits for activities such as construction of new facilities, geothermal development, air quality control, water quality control, hazardous waste management, among others. By making these improvements, Colorado aims to become a leader in delivering major projects faster, more efficiently, and at a lower cost while providing exceptional customer service.
Governor Polis believes that this Executive Action will not only benefit businesses but also make better use of taxpayer resources. He envisions Colorado as a state that delivers major projects quickly while maintaining high standards for environmental protection and providing excellent customer service to residents, businesses, and communities.
