Dr. Nabeel A. Khan's practitioner's handbook for Canadian financial institutions is released on 5 November 2026. Free E-23 readiness resources, including a twelve-question check and the seven templates the book prints, are available now.

TORONTO - EntSun -- OSFI E-23 for AI Systems, a practitioner's handbook by Dr. Nabeel A. Khan, is available for ebook pre-order on Amazon and Google Play ahead of its release on 5 November 2026, with paperback and audiobook editions scheduled for the same date.

The Office of the Superintendent of Financial Institutions (OSFI) published the final Guideline E-23, Model Risk Management (2027), on 11 September 2025. It takes effect on 1 May 2027 and applies to every federally regulated financial institution: banks, foreign bank branches, insurers, and trust and loan companies. It names artificial intelligence and machine learning inside its definition of a model. The guideline is principles-based and risk-based, with three outcomes, twelve principles and, in Appendix 1, seventeen inventory fields for every model that carries non-negligible risk, among them owner, approver, approved uses and monitoring status.

Khan puts the guideline's test in two sentences: "It does not ask whether your institution has an AI policy. It asks whether you can produce the record."

The handbook is an implementation and operating handbook for bringing AI systems into that model risk lifecycle, and it keeps the guideline's expectations apart from its own method. That method produces five records: gate records at five approval points, each naming one accountable person; a declaration stating the boundary a control fixes and the evidence that it held; one vendor scored with a gate decision; a trigger register with its triggers armed and owned; and a dated gap plan with an owner for each gap. It is written for model risk, AI governance, AI engineering and internal audit teams. OSFI does not endorse, approve or recommend the book.

They include a twelve-question E-23 readiness check across six themes, which names an institution's weakest theme and the template that addresses it. The seven templates show every field on their pages. Practitioners who will use the book in their work, and academics and journalists in the field, can ask for a complimentary copy. Each request is read by hand and answered within two working days.
