CHICAGO ~ Chicago Mayor Brandon Johnson and the Chicago Department of Business Affairs and Consumer Protection (BACP) have announced the launch of the Driver Resource Center (DRC) for City licensed Public Chauffeurs, including Transportation Network Provider (TNP) Drivers. The DRC will be operated by the People's Lobby Education Institute, which was selected through a Request for Proposal process.
The DRC will provide assistance to Public Chauffeurs in accessing direct representation, support, outreach, and education services. This includes all BACP Licensed Public Chauffeurs, such as Taxi, Livery, Low-Speed Electric PPV, Charter/Sightseeing Vehicles (with a capacity under 16), Pedicab, and ride-hail drivers. The goal is to ensure that these essential workers have access to critical resources and support as the industry and technology continue to evolve.
Mayor Johnson expressed his excitement about the DRC's launch, stating that it is a testament to Chicago's commitment to advancing workers' rights and protections. He believes that this center will provide much-needed resources and education for Public Chauffeurs in the ever-changing transportation industry.

BACP Commissioner Ivan Capifali also emphasized the importance of supporting Public Chauffeurs in Chicago's transportation network and local economy. With a dedicated partner like the People's Lobby Education Institute operating the DRC, BACP hopes to provide drivers with tools, information, and support to succeed in their profession while understanding their rights.
The People's Lobby Education Institute will conduct outreach and provide education on various aspects of the Public Chauffeur industry. This includes licensure by BACP, best practices, safety concerns, understanding TNP platform terms of service, as well as cultural and language-specific training on available services and programs.
Lori Simmons from The People's Lobby Education Institute expressed her enthusiasm for working with the City of Chicago to offer "know your rights" training for public chauffeurs. She hopes that this training will empower workers to build a stronger community and equip them with the necessary information to advocate for themselves in an ever-changing industry.

The DRC will also assist Public Chauffeurs in understanding and navigating legal issues, as well as making referrals to appropriate government or legal assistance providers. By extending these services to Public Chauffeurs, the selected organization aims to increase access to government agencies and raise awareness about legal protections and workers' rights.
In addition to the DRC's launch, Mayor Johnson also announced that on July 1, 2026, taxi fare rates will increase to align with increased expenses and the cost of living.
