Governor Abbott Appoints Five To The Advisory Committee To The Texas Board Of Criminal Justice On Offenders With Medical Or Mental Impairments

~ Governor Greg Abbott has recently announced the appointment of four individuals to the Advisory Committee to the Texas Board of Criminal Justice on Offenders with Medical or Mental Impairments. The committee advises the board and the director of the Texas Correctional Office on Offenders with Medical or Mental Impairments on matters related to this vulnerable population and performs other duties as directed by the board.
The newly appointed members include Blake Harris, Ph.D., Stacey Mathews, Trent Marshall, and Casey O'Neal, Ph.D. Additionally, Nelda Cacciotti has been appointed to serve on the board. These appointments are set to expire in 2029 and 2031.
Dr. Blake Harris is a licensed clinical forensic psychologist from Belton. He brings a wealth of experience to the committee, having previously served as the director of the veterans' mental health department at the Texas Veterans Commission. He is also an executive council member of the Texas Suicide Prevention Collaborative and a member of the American Association of Suicidology. Dr. Harris holds a Bachelor of Arts in Psychology from The University of Texas at Arlington, a Master of Arts in Psychology from Stephen F. Austin State University, and a Doctor of Philosophy in Clinical Forensic Psychology from Alliant International University.

Stacey Mathews, from Austin, is currently serving as judge for the 277th District Court in Williamson County. She is also a founding member of the Transformative Justice Program and serves on various boards including the Oversight Board for Williamson County Auditor's Office and Adult Probation Department. Judge Mathews is also a member of Judicial Commission on Mental Health (JCMH) where she serves on both Curriculum Committee and Juvenile Bench Book Committee. She received her Bachelor of Arts in English from University of Northern Colorado and Juris Doctor from University of Houston Law Center.
Trent Marshall hails from Burleson and is a founding attorney with Marshall Law Firm. He is a member of several legal associations including the State Bar of Texas, Texas Criminal Defense Lawyers Association, Tarrant County Criminal Defense Lawyers Association, and the Tarrant County Bar Association. Mr. Marshall holds a Bachelor of Science from Lamar University and a Juris Doctor from Texas A&M University School of Law.
Dr. Casey O'Neal, from Austin, is a licensed psychologist who provides both clinical and forensic psychology services. She is an active member of various professional organizations such as the Association for the Treatment of Sexual Abusers and the National Register of Health Service Psychologists. Dr. O'Neal received her Bachelor of Arts in Psychology and Liberal Arts Honors, Master of Arts, and Doctor of Philosophy in Educational Psychology from The University of Texas at Austin.

Mahon Inn of Court, Tarrant County Bar Foundation, Tarrant County Bar Association, and Tarrant County Probate Bar Association. Judge Cacciotti also serves as Commissioner on the Judicial Commission on Mental Health where she is a member of various committees including Legislative Research Committee, Data Committee, and Rural Issues Committee. She holds a Bachelor of Arts in International Business and Spanish from St. Edwards University and Juris Doctor from Texas A&M University School of Law.
