Georgia: Gov. Kemp Announces Superior and State Court Appointments

ATLANTA ~ Governor Brian P. Kemp has announced two new judicial appointments in the state of Georgia. Randal "Randy" M. McGinley has been appointed to the Superior Court of the Alcovy Judicial Circuit, while Brent C. Carter will be joining the State Court of Candler County.
McGinley, who has served as the District Attorney of the Alcovy Judicial Circuit since 2020, brings a wealth of experience to his new role. He began his legal career as an Assistant District Attorney in 2011 and was later appointed Chief Assistant District Attorney in 2017. McGinley's dedication and hard work have not gone unnoticed, as he was previously named District Attorney of the Year by his fellow district attorneys in 2025.
In addition to his impressive legal career, McGinley has also held leadership positions within the legal community. He has served as President, Vice President, and Secretary of the District Attorneys' Association of Georgia. Governor Kemp also appointed him to the State Child Fatality Review Panel and Lt. Governor Burt Jones appointed him to the Prosecuting Attorneys Qualifications Commission, where he currently serves as Chairman of the Investigative Panel.

McGinley holds a bachelor's degree from Georgia Institute of Technology and a Juris Doctor from Mercer University's Walter F. George School of Law. He resides in Walton County with his wife and two young daughters.
Joining McGinley on the bench is Brent C. Carter, who brings over 15 years of legal experience to his new role as a judge on the State Court of Candler County. Carter is currently a partner at CarterFranklin, LLP where he primarily focuses on personal injury cases.
Carter's dedication to serving his community is evident through his previous roles as Solicitor-General for the State Court of Candler County and Chief Magistrate Judge for Candler County. He earned a bachelor's degree from Mercer University and a Juris Doctor from Mercer University's Walter F. George School of Law.
Carter and his wife, Candace, reside in Metter with their three children. Both McGinley and Carter are highly qualified and dedicated individuals who will serve the citizens of Georgia with integrity and fairness in their new judicial roles.
