EDMONTON, Alberta - EntSun -- A comprehensive environmental life-cycle assessment reveals that deploying Dual Power (diesel-electric) locomotives is the key to unlocking the Calgary–Edmonton passenger rail corridor

The strategic feasibility report, titled "Emissions Impact & Strategic Feasibility Analysis: Calgary-Edmonton Passenger Rail Service,"  establishes that transportation on Highways 2 and 2A is currently 99.7% dependent on personal vehicles and intercity buses, generating an immense provincial environmental liability of 1,628 KT of CO₂e annually. Based on a projected annual demand of 5.2 million passengers, a 160 km/h rail service will displace 321.9 million vehicle-kilometres of highway travel per year, immediately removing 8.85% of total automotive traffic and avoiding 144.12 KT of gross vehicle emissions.

By executing a parallel Well-to-Wheel (WTW) life-cycle model and comparative capital expenditure (CapEx) matrix, the study isolates why Dual Power outclasses alternative green powertrains:
  • The High-Carbon Grid Dilemma: In most jurisdictions, battery-electric rail is the standard choice for sustainability. However, because Alberta's electricity grid remains heavily high-carbon (470 g CO₂e/kWh), a pure battery train would emit ~41.5 g/p-km, which is structurally worse than a capital-efficient Diesel-Electric Hybrid at ~34.0 g/p-km.
  • Immediate Urban Quiet Zones: Entering the city limits of Calgary and Edmonton, Dual Power locomotives seamlessly switch into pure electric mode in dense communities like Old Strathcona and Bridgeland.
  • Dynamic Asset Deflation: A Dual Power fleet is a dynamic asset; its operational emissions will automatically drop to net-zero over its lifecycle as the Alberta electricity grid organically green-up toward provincial 2050 targets.

A Phased Infrastructure Roadmap

To maximize environmental benefits while cutting initial financial risk, the paper mandates a three-phase infrastructure rollout.

Phase 1 (Years 1–5) restricts initial electrification infrastructure to just 3–5 km at urban terminuses for a scalable, lean infrastructure investment of approximately $44.4 million USD.

Phase 2 (Years 5–10) extends overhead catenary lines to active commuter sub-segments, expanding the electric grid 36.4 km south to Airdrie and 30.7 km north to Leduc as revenue baselines stabilize.

Phase 3 (Years 20+) shifts the central Red Deer rural segment into a 100% zero-emission layout via full grid completion or advanced biofuels.
