~ SACRAMENTO - Governor Gavin Newsom has announced several appointments on May 21, 2026, to key positions in the California government. These appointments aim to strengthen the state's efforts in various areas, including human resources, environmental conservation, and water quality control.
Joseph Donaldson has been appointed as the Deputy Director for Legislation at the California Department of Human Resources. With a Master of Arts degree in Public Policy and Administration from California State University, Sacramento and a Bachelor of Arts degree in History from University of California, Los Angeles, Donaldson brings a wealth of knowledge and experience to his new role. He has previously held positions at the Department of Finance and the Department of Public Health.
Leticia Ramirez has been appointed to the Sacramento-San Joaquin Delta Conservancy. Ramirez is an attorney with extensive experience in both public and private sectors. She holds a Juris Doctor degree from University of California, Los Angeles and a Bachelor of Arts degree in History from Stanford University. Her previous roles include serving as General Counsel at Calbright College and Deputy County Counsel at Sacramento County.

Sushma Bhatia has been appointed to the San Francisco Bay Regional Water Quality Control Board. Bhatia brings a diverse background to her new role, having worked as Global Business and Applied AI Director at Google and holding multiple roles at Accenture. She holds a Master of Business Administration degree from the University of California, Berkeley, a Master of Science degree in Chemical Engineering from the University of Southern California, and a Bachelor of Science in Chemical Engineering from the Indian Institute of Technology, Bombay.
Farfalla Borah has been appointed to the Central Coast Regional Water Quality Control Board. With over three decades of experience at University of California, Santa Barbara, Borah brings valuable expertise to her new role. She holds a Juris Doctor Degree from The Colleges of Law, Santa Barbara and a Bachelor of Arts degree in Film Studies from University of California, Santa Barbara.
These appointments were made to strengthen the state's efforts in various areas, including human resources, environmental conservation, and water quality control. Governor Newsom believes that these individuals will bring valuable skills and expertise to their respective roles and help drive positive change in California.
