Boston: Notice of Finding of No Significant Impact and Notice of Intent to Request Release of Funds - 4259 Washington Street: June 20, 2026

~ Boston, MA- The City of Boston and the Commonwealth of Massachusetts have announced their plans to undertake a new affordable housing project in the Roslindale neighborhood. The project, known as 4259 Washington Street, will provide housing opportunities for seniors and older adults ages 55+.

The Mayor's Office of Housing (MOH) will be submitting a request to the U.S. Department of Housing and Urban Development (HUD) on July 9, 2026 for the release of federal HOME Program Funds. These funds are made available through the HOME Investment Partnerships Act and will be used to support the development of the affordable housing community.

The six-story mixed-use building will feature 41 one-bedroom/one-bathroom apartments, a fitness center, a resident service coordinator office, laundry facilities, and a resident multi-purpose room that opens onto a roof deck. The ground floor will also include approximately 4,250 square feet of commercial space, along with amenities such as a residential lobby, mail and package room, property management office, trash and recycling room, and bicycle parking spaces.

The total project cost is estimated to be $32.7 million with an expected $4.85 million in federal HOME funds from the City of Boston. The developer for this project is B'Nai B'rith Community Development LLC (BBH).

In accordance with the National Environmental Policy Act (NEPA), the City of Boston has determined that this project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement is not required. However, all relevant information can be found in the Environmental Review Record (ERR), which can be requested electronically by emailing erresponses@boston.gov.

Public comments on the project can also be submitted via email to erresponses@boston.gov until July 10th. These comments will be taken into consideration by the City of Boston before authorizing submission of a request for release of funds. It is important to specify which notice the comments are addressing.

The City of Boston has certified to HUD that Mayor Michelle Wu consents to accept the jurisdiction of the Federal Courts if any action is brought to enforce responsibilities in relation to the environmental review process. This certification satisfies HUD's responsibilities under NEPA and related laws and authorities, allowing the project to use HUD program funds for its intended purpose.

However, HUD will accept objections to its release of funds and the City of Boston's certification for a period of fifteen (15) days following the anticipated submission date or its actual receipt of the request (whichever is later). These objections must be based on one of four specific reasons outlined by HUD regulations. They must also be prepared and submitted via email in accordance with required procedures and addressed to Office of CPD - HUD at cpdrrofbos@hud.gov.

Mayor Michelle Wu expressed her support for this project, stating, "We are committed to providing affordable housing options for our senior citizens and older adults. This project will not only address this need but also contribute to the revitalization of the Roslindale neighborhood."

The City of Boston and Commonwealth of Massachusetts are working together to ensure that this project meets all necessary requirements and provides much-needed affordable housing for seniors in the community.
