Boston: Council Supports Working Group to Address South End Alleyway Challenges

~ In a recent Council meeting, the Council adopted a resolution to establish a South End Alleyways Working Group. This group will focus on addressing the challenges faced by the historic alleyways in the South End neighborhood.

These alleyways play a crucial role in the neighborhood's built environment, providing access to homes, businesses, utilities, parking areas, and other properties. However, due to their private ownership, maintaining and repairing these alleyways falls on the abutting property owners. This shared ownership often creates difficulties in identifying responsible parties, coordinating among owners, securing financing, addressing liability concerns, and completing necessary repairs.

Residents have also expressed concerns about chronic flooding, inadequate drainage, deteriorating pavement, utility infrastructure and restoration, accessibility issues, and emergency access in these private alleyways. The resolution acknowledges these challenges and highlights another issue with the existing process for converting a private way into a public way through a roadway betterment.

Under current standards, a residential street should provide at least 53 feet of unobstructed right-of-way for emergency access and compliant pedestrian accessibility. However, many of the South End's historic private alleyways were built before these modern standards were established and cannot meet the minimum requirement of 40 feet. As a result, they are unable to become public ways through the existing process.

To address these issues and find potential solutions for improving the condition and management of South End alleyways in both the short- and long-term, the proposed working group will bring together various stakeholders. This includes South End residents and property owners, government officials from relevant departments and agencies, as well as professionals with expertise in this area.

The resolution suggests potential solutions such as drainage and infrastructure improvements, better coordination for utility work, alternative funding approaches for maintenance costs, exploring different standards or processes for historic private alleys,and even potential legislative action at local or state levels.

By adopting this resolution,the Council has shown its support for establishing this working group and has called for collaboration among all stakeholders to develop recommendations for the long-term sustainability of South End alleyways. With this initiative, it is hoped that the challenges faced by these historic alleyways will be addressed, and the neighborhood's built environment will be improved.
