Statement from mayor, City Council and city manager of Columbia on downtown public safety

(COLUMBIA, MO) ~ Columbia, MO - Public safety has become a top priority in the bustling city of Columbia. With its downtown area serving as a popular gathering place for residents, college students, tourists, and other visitors, city officials have recognized the need to address public safety concerns in this area.

In response to these concerns, several measures have been taken to improve public safety downtown. One of the key actions implemented was an increase in police presence during peak hours over a year ago. This has allowed for a quick response to incidents such as the recent shooting on Sunday, where officers were able to apprehend a suspect shortly after gunshots were heard.

The Columbia Police Department has also been conducting targeted enforcement of various offenses including assaults, weapons violations, peace disturbances, trespassing, and open container violations. In addition to this, they have invested in technology and investigative resources to identify offenders and build stronger criminal cases.

To further enhance safety downtown, the City of Columbia partnered with the University of Missouri and The District to launch the Downtown Safety Ambassador program in June. These ambassadors work during peak evening and overnight hours and provide safety escorts while also identifying potential problems and contacting police when necessary. A full-time outreach ambassador is also available to connect individuals experiencing homelessness or mental health challenges with available services. This program has proven successful in other college communities such as Austin, Gainesville, Athens, Ohio, Knoxville, Iowa City.

The city has also conducted a review of infrastructure in the downtown area including lighting, traffic flow, rideshare locations, parking restrictions and late-night food vendor placement and permitting. These measures aim to reduce congestion and conditions that may contribute to fights or other disturbances.

Collaboration is key in addressing public safety concerns downtown. Regular meetings are held with partners such as the University of Missouri Police Department (MUPD), other law enforcement agencies and local leaders to discuss solutions and share ideas.

In response to recent incidents in the area, a security camera has been installed at Ninth and Walnut streets. The city is also working closely with bar operators to ensure compliance with city ordinances, state laws, and other rules.

The City Council has scheduled a work session on September 14th to focus on downtown public safety. Additionally, the Office of Violence Prevention will present a violence reduction landscape analysis on September 29th and plans to complete a full strategic plan by spring 2027.

In August, Columbia voters approved a 1% public safety sales tax which will take effect on January 1st. The city will begin receiving proceeds in March, which will be strictly dedicated to the police and fire departments. With these additional funds, the Columbia Police Department intends to reestablish its downtown unit once they are able to hire, train, and deploy more officers.

The City of Columbia is committed to ensuring the safety of its residents and visitors in the downtown area. Through increased police presence, targeted enforcement, community partnerships, and strategic planning, they are taking proactive steps towards creating a safer environment for all.
