Public Invited to Shape Neighborhood Planning Effort in Southeast St. Louis

The City of St. Louis is entering an ambitious new phase of community planning, expanding its PlanSTL efforts into the southeast portion of the city through Plan Area 7, which includes Benton Park West, Dutchtown, Gravois Park, Marine Villa and Mount Pleasant.
PlanSTL is an effort led by the City's Planning and Urban Design Agency, with five North City plan areas currently under review or in progress. A new neighborhood plan for Plan Area 1, covering The Ville, Greater Ville and Kingsway East, was adopted on Dec. 17, 2025. The launch party for Plan Area 5, covering Academy, Fountain Park and Lewis Place, takes place today, from 5 to 8 p.m. at Third Degree Glass Factory, 5200 Delmar Blvd.
The comprehensive Plan Area 7 neighborhood planning initiative will help guide development, investment and growth over the next decade. Residents will work alongside planning teams through workshops, pop-up events and visioning sessions to help shape the future of their communities. The resulting plans will be formally adopted by the City's Planning Commission, positioning residents as true partners in shaping St. Louis' future.

The City encourages applications from residents, nonprofit and community organization leaders, school representatives and businesses who are passionate about their community's future, bring diverse perspectives and value collaboration. Ideal applicants are interested in long-term neighborhood opportunities and committed to helping move planning efforts into action. Local elected officials will serve as honorary committee members alongside selected participants.
Residents not selected for the committee will still have many opportunities to participate through community events, ambassador programs, newsletters and public forums.

The City welcomes consultants with expertise in city planning, community engagement and economic development to collaborate with City staff and residents to develop neighborhood plans that reflect the priorities and aspirations of the community. Firms should demonstrate strong experience in vision and goal setting, data analysis, scenario and strategic planning and implementation coordination across subject areas, including housing, transportation, historic preservation, architecture, urban design, industrial and advanced manufacturing and community assets.
The selected pop-up demonstration activation consultant will work with residents, City staff and planning consultants to identify sites, co-create activation concepts and deliver a series of pop-up demonstrations and transportation-focused tactical urbanism activities that advance adopted and emerging plan goals. Additionally, the consultant would help manage a broader pop-up program to help guide residents and community organizations to activate spaces within their communities. These pop-up activations are intended to help community organizations transform underutilized spaces and support vibrant neighborhood activity.
Plan Area 7 is home to one of the most diverse populations in St. Louis. To expand participation and better reflect the priorities of residents with limited English proficiency and culturally diverse backgrounds, the City will engage a specialized multilingual engagement firm. This firm will work closely with the City and the primary planning consultant to broaden outreach, improve accessibility and support inclusive engagement throughout the planning process. The multilingual engagement consultant will help ensure engagement strategies, materials and meeting formats are culturally and linguistically appropriate, and that community input is meaningfully incorporated into planning analysis, visioning and recommendations.
