ANNAPOLIS, MD (April 27, 2026) ~ Annapolis, MD - On April 14, 2026, Governor Wes Moore was joined by Maryland Department of Agriculture Secretary Kevin Atticks and Executive Director of Maryland's Horse Industry Board, Anne Litz, as he signed House Bill (HB) 225. This bill extends the authorization of the Maryland Horse Industry Board through July 1, 2036, ensuring the continued operation of the Board and reinforcing the state's commitment to its $2.9 billion horse industry.
The Maryland Horse Industry Board was first established in 1998 with the purpose of promoting equestrian activities, supporting economic development, and serving as the licensing and inspection authority for public stables across the state. As the only state-level entity responsible for licensing stables to monitor horse welfare, safety, and consumer protection, the Board has played a unique role nationally.

The passing and signing of HB 225 provide crucial continuity for the Board's core functions. These include stable licensing and inspection, promoting and growing Maryland's horse industry, and advising the Secretary of Agriculture. Since its inception in 2002, the Board has awarded nearly $700,000 in grants to over 500 projects through the Maryland Feed Fund. This reinvestment of industry-generated funds back into the state's equine community is made possible by yearly stable licensing fees and contributions to the Feed Fund.
Maryland Secretary of Agriculture Kevin Atticks stated that "with this legislation, Maryland reaffirms its position as a national leader in equine support, regulation, and promotion." He also emphasized that it ensures that the Horse Industry Board can continue its important work in an industry that significantly contributes to the state's economy and is a vital part of its heritage.

Currently, the Horse Industry Board is working closely with the Maryland Racing Commission on the state's first-ever Horse Industry Strategic Plan.
