Rachel Armour, founder of WriteBridge™ and developer of the literacy program implemented at City Day, previously worked at the Dayton Daily News during Riley's leadership period. The report states that Riley later oversaw coverage involving Armour's work without publicly disclosing that prior professional relationship.
