Maryland: Department Announces Revised EVSE Charger Registration Updates 

ANNAPOLIS, MD (December 23, 2025) ~ The Maryland Department of Agriculture has announced that the registration deadline for electric vehicle supply equipment (EVSE) chargers in the state has been extended to July 1, 2026. This decision was made in order to allow for more time for stakeholder engagement and the implementation of necessary amendments to ensure the program meets the evolving needs of the industry and community.

In addition to extending the deadline, the department has also clarified and introduced several exceptions and definitions regarding the registration of charging equipment. These exceptions include private residence chargers, single fleet chargers, multi-family dwelling resident chargers, free chargers, and workplace chargers intended for private use.

Private residence chargers, which are located at private residences and used exclusively for personal purposes, are not required to be registered under the program. Similarly, single fleet chargers used solely to fuel a private or proprietary fleet of vehicles are exempt from registration if no commercial transactions occur with outside parties.

Multi-family dwelling resident chargers may also be exempt if they meet strict requirements. The charger must be physically installed on the property of a multi-family housing community and not located on a public street or parking lot. It must also be secured and designated exclusively for residents with clear signage stating "Not a Public Charger - Residential Use Only." If these conditions are not met or if fees are assessed for their use, registration will be required.

Chargers where there is absolutely no cost or fee incurred by the vehicle operator during charging sessions are considered free chargers and do not need to be registered. However, if any fees are established - even nominal ones - registration will be required.

Workplace chargers intended for private use by a company's fleet or employees are also exempt from registration as long as they meet certain conditions. These include being strictly available only for fleet and employee charging purposes, being located in a restricted area inaccessible to the general public, and not being listed on any public electric vehicle charging networks or platforms.

Maryland Department of Agriculture Secretary Kevin Atticks stated that the decision to extend the registration deadline will allow for more extensive and meaningful dialogue with the electric vehicle charging industry, local governments, and the community. This extended timeline will also allow for critical feedback to be incorporated and necessary amendments to be made to ensure the program is effective, fair, and supportive of the state's electric vehicle adoption goals while meeting the practical needs of all stakeholders.
