Juneau: Scott Gray Retires as Streets & Fleet Maintenance Superintendent, Spencer Gates Takes the Wheel

~ Juneau, Alaska - After years of dedicated service, Streets & Fleet Maintenance Superintendent Scott Gray is retiring from his position with the City and Borough of Juneau (CBJ). The CBJ is proud to congratulate Gray on his retirement and welcome Spencer Gates as the new leader of the division.

Gray has been an integral part of the Streets and Fleet Maintenance division since he joined as a laborer in 1994. He worked his way up through the ranks, eventually serving as the Valley supervisor from 1997 to 2008. After a brief stint in the private sector, Gray joined the Alaska Department of Transportation & Public Facilities (Alaska DOT&PF) in 2011. He spent eleven years with the State, serving as superintendent of the Southeast District before briefly retiring in 2022 and returning to CBJ in 2023.

During his time as superintendent at CBJ, Gray faced numerous challenges, including natural disasters, budget constraints, and operational obstacles. However, he remained committed to finding cost-effective solutions while building a strong team that prioritized keeping Juneau safe.

CBJ City Manager Katie Koester expressed her gratitude for Gray's dedication to his role as superintendent. "Scott has led the Streets and Fleet Maintenance division through one unprecedented natural disaster response after another by supporting his team and bringing community-centered solutions to the table," she said. "We are truly thankful for Scott's wholehearted commitment to his role as superintendent and wish him the best in his well-earned retirement."

Gray himself reflected on his time with CBJ, stating that he will miss working with his team who are always willing to go above and beyond for their community. "Our crew are the first responders when it comes to dangerous weather – anytime it snows, floods, or if there is a landslide or trees down – we are the crew out there working to clear roads, drains and infrastructure," he shared.

However, Gray is confident that the Streets and Fleet Maintenance division will continue to thrive under the leadership of Spencer Gates. Gates, who started his career in the construction industry in Juneau in the mid-nineties, joined Alaska DOT&PF as an operator in 2015. He most recently served as the Maintenance & Operations Specialist for the Southeast District, where he played a crucial role in responding to natural disasters and maintaining critical infrastructure.

Denise Koch, CBJ Director of Engineering & Public Works, praised Gates' experience and local knowledge, stating that he is a perfect fit for the role. "We look forward to Spencer and the Streets crew continuing the success of this critical division of the city," she said.

Gates and Gray have worked together for years at Alaska DOT&PF and have maintained a strong working relationship even after Gray returned to CBJ. They have also collaborated on response efforts for annual glacial lake outburst floods.

"I've known a lot of the operators for a long time," Gates said. "This team are really dedicated – it's exciting to step into a team that is so willing to go the extra mile at a moment's notice."

As a father of five, Gates understands the importance of public service and is looking forward to giving back to his community. He encourages others to do the same, stating that there are plenty of opportunities for people to learn trades within his division.

Even after retiring from his position with CBJ, Gray plans to continue serving his community by training new motorcycle riders as an instructor. He also looks forward to spending more time with his wife and grandchildren and going on vacation.
