Governor Polis Signs Bills Into Law Protecting Colorado Animals and Banning Puppy Mills

DENVER ~ In a move to protect the well-being of animals and promote responsible pet ownership, Governor Jared Polis of Colorado signed two bills into law today. The first, HB26-1011 - Transfers of Certain Pet Animals, was sponsored by Majority Leader Monica Duran, Representative Karen McCormick, Majority Leader Robert Rodriguez, and Senator Dylan Roberts. This bill prohibits pet stores in Colorado from selling, leasing, offering to sell or lease, bartering, auctioning or otherwise transferring ownership of dogs and cats.
At the bill signing ceremony, Governor Polis emphasized the importance of providing loving homes for furry companions. He stated that this legislation will put an end to the harmful overbreeding of dogs and cats in puppy mills and encourages Coloradans to adopt from shelters rather than purchasing from breeders.
The bill signing ceremony also served as an adoption event with Humane Colorado bringing puppies who are in need of forever homes. First Gentleman Marlon Reis expressed his gratitude to the sponsors of the bill for their dedication to protecting animals and ensuring their well-being in Colorado.

Majority Leader Duran also spoke at the ceremony, highlighting her efforts over the past eight years to promote animal welfare and close the puppy mill pipeline. She stated that this bill, also known as the Pistol the Pomeranian Protection Act after her own rescued puppy mill survivor, is a monumental step towards ending the cruel practice of selling dogs and cats for profit.
In addition to HB26-1011, Governor Polis also signed HB26-1198 - Access to Veterinary Care. This bill was sponsored by Representatives Karen McCormick and Ty Winter and Senators Lisa Cutter and Rod Pelton. It aims to expand veterinary access in Colorado by allowing veterinarians to prescribe certain medications in-house and creating a drug donation program for unused prescribed pet medicine that can be donated to veterinary practices or animal shelters.
Governor Polis believes that this new law will break down barriers for veterinarians to provide more services to clients and ultimately help more Coloradans get the necessary care for their beloved pets.
With the signing of these two bills, Colorado is sending a clear message that compassion, dignity, and transparency are values that matter in the state.
