Colorado Springs: City invites public comment on proposed amendment to HOME-ARP Allocation Plan

~ The City of Colorado Springs is seeking public input on a proposed amendment to its HOME-ARP Allocation Plan, as announced by the Housing and Homelessness Response Department. This amendment is in response to a portion of the 2021 American Rescue Plan Act funds that were allocated to the U.S. Department of Housing and Urban Development (HUD) through the HOME Investment Partnerships (HOME) program.

As a recipient of these funds, the City of Colorado Springs received $5,741,978 from HUD to benefit vulnerable individuals and families in the community. These funds, known as HOME-ARP funds, require a plan with public input on how they will be utilized.

The proposed amendment aims to efficiently allocate these restricted funds towards addressing homelessness assistance and supportive services. In order to do so in a timely manner, the City must amend its allocation plan to target specific projects and activities that meet the requirements while addressing urgent needs.

The existing and amended Allocation Plans can be found on the City's website, along with a survey for community members to provide their comments and feedback. The public comment period will be open from April 24–May 24, 2026.

After the public comment period, the proposed amendment will be presented at a City Council Work Session on May 11, 2026. This will be followed by a public hearing and vote at the May 26, 2026 City Council Meeting.

The City of Colorado Springs is committed to utilizing these funds effectively and welcomes input from community members during this process. The deadline for submitting feedback is May 24th, so make sure your voice is heard before then.
