Colorado Springs: City Clerk declares recall petition for District 2 Councilmember sufficient

~ Colorado Springs City Clerk Sarah Johnson has officially declared that the petition to recall District 2 City Councilmember Tom Bailey has met the necessary requirements under the City Charter. This announcement comes after a second submission of signatures, following an initial determination by the City Clerk that the petition was insufficient. According to the City Charter, this allowed for a period of time for petitioners to gather and submit additional signatures.

The deadline for Councilmember Bailey to resign is Wednesday, March 11 at 5 p.m., five days from the declaration of sufficiency by the City Clerk. If he does not resign within this timeframe, City Council is required to order a recall election. The election must be scheduled on a Tuesday between 30 and 60 days from the date of the declaration. However, if there is already another municipal election scheduled within 90 days, City Council may choose to hold the recall election on that same date.

During this process, Councilmember Bailey will continue to perform his duties unless voters approve his recall during the election. If he does choose to resign within the five-day period, there will be no need for a recall election. In this case, the District 2 seat would become vacant and City Council would follow procedures outlined in both the City Charter and Rules and Procedures of City Council to fill the vacancy within 30 days.

The recall petition was initially received by the City Clerk's Office on October 23, 2025. On December 29, 2025, organizers submitted signature pages in support of their efforts. However, on January 28, 2026, after reviewing these signatures, it was determined that they did not meet the required number under the City Charter and were declared insufficient. As per charter regulations, petitioners were given an additional 30 days to gather more signatures.

On February 17, 2026, petitioners submitted more signatures to be verified by the City Clerk's Office. After careful review, it was determined that the petition now contains the necessary number of valid signatures.

If Councilmember Bailey does not resign within the five-day period, a recall election will be held. The next regular municipal election is scheduled for April 6, 2027, during which voters will elect someone to serve the remainder of the term. Until then, City Council will appoint a replacement to fill the vacant District 2 seat.

This recall petition has been a topic of discussion and controversy in Colorado Springs since its initial submission in October of last year. With the City Clerk's recent declaration of sufficiency, it is now up to Councilmember Bailey to decide whether he will resign or face a recall election.
