City of Boston, Union Leadership Reach Agreement to Manage Growing Health Care Costs

~ In the midst of a difficult budget climate, Mayor Michelle Wu and the Public Employee Committee (PEC) have come to an agreement to address the rising costs of healthcare in Boston. This partnership is expected to generate an estimated $10.6 million in savings for both the City and its employees through the implementation of utilization management.

According to a joint statement from Mayor Wu and PEC Chair Elissa Cadillic, this agreement showcases the strength of their labor-management partnership and what can be achieved when the City and unions work together. Like many other municipalities in Massachusetts, Boston is facing inflationary pressures and significant cost increases as they head into FY27. While revenues are projected to grow by only 1.5%-2.5%, expenses, particularly healthcare expenses, are rising significantly. One contributing factor is the increased use of GLP-1 drugs for weight loss. This imbalance poses a major budgetary challenge for the City.

Under this new agreement, which was unanimously approved by the PEC, Boston's Blue Cross Blue Shield health plan will implement utilization management. This industry-standard cost containment tool ensures that prescription drugs are only prescribed when medically necessary.

The implementation of utilization management is expected to result in approximately $10.6 million in savings for both the City budget and employee premiums. In addition, Mayor Wu has committed to reinvesting these savings in order to minimize any potential reductions caused by overall budget challenges in the upcoming fiscal year.
