Boston: Notice of Finding of No Significant Impact and Notice of Intent to Request Release of Funds - 1198 Centre Street: March 4, 2026

~ Boston, MA- The City of Boston and the Massachusetts Executive Office of Livable Communities (EOHLC) have announced their plans to submit a request for the release of federal funds for a new affordable senior housing community. The project, known as 1198 Centre Street, will be located at the corner of Centre Street and Walter Streets in the Jamaica Plain/Roslindale neighborhoods.

The request for funds will be submitted to the U.S. Department of Housing and Urban Development (HUD) on March 23, 2026. The funds will be available through the HOME Investment Partnerships Act and the Housing Choice Voucher Program.

The proposed development will repurpose an existing parking lot on a 9.4-acre site. The new 6-story building will include 78 one-bedroom units and shared amenity spaces such as staff offices, a multi-purpose room, a wellness room, a reception area/lobby, mail and package rooms, a library, a bike storage room, and a fitness room. The total project cost is estimated to be $62.5 million.

According to Mayor Michelle Wu and Undersecretary Catherine Racer of the Massachusetts Executive Office of Livable Communities, the project has been deemed to have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act is not required.

However, members of the public are invited to submit written comments on the project's Environmental Review Record by March 22nd. These comments will be considered by both the City of Boston and EOHLC before authorizing submission of the request for funds.

Once submitted, HUD will have fifteen days to accept objections to its release of funds based on certain criteria such as improper execution or failure to comply with regulations.

In order for this project to move forward with federal funding, both Mayor Wu and Undersecretary Racer have certified that they accept jurisdiction from Federal Courts if any action is brought to enforce responsibilities related to the environmental review process. They have also confirmed that all necessary steps and decisions have been made in accordance with HUD regulations.

Potential objectors are encouraged to contact the HUD office via email to verify the last day of the objection period.

The 1198 Centre Street Project is a significant step towards providing affordable housing for seniors in the Boston area. With the support of federal funds, this project will help address the growing need for affordable housing options in the city.
