Boston: Council Urges Passage of DHS Transparency Bill on Use of Force

~ The Council of the city has taken a significant step towards promoting transparency and accountability in the use of force by federal immigration authorities. The resolution, proposed by Councilors Culpepper, Mejia, and Worrell and co-sponsored by Congresswoman Ayanna Pressley and Congressman Dave Min, focuses on the "DHS Use of Force Transparency Act."
Under this act, the U.S. Department of Homeland Security would be required to provide Congress with all relevant materials in cases involving use of force, including shootings and deaths in custody. These materials include body camera footage, audio recordings, written reports, internal communications, and disciplinary records. The legislation would apply to incidents occurring after January 20, 2025, including actions taken by Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP).
The resolution also highlights reports from various advocacy organizations that have documented allegations of excessive force by federal immigration authorities. These incidents have resulted in injuries or deaths of both immigrants and United States citizens. According to the American Immigration Lawyers Association, at least twenty-one individuals have died in ICE custody since October 2025. This raises concerns about oversight, accountability, and the protection of human rights.

In supporting this measure, the Council stresses that timely disclosure of use-of-force incidents is crucial for maintaining public trust, safeguarding civil liberties, and holding federal agencies accountable. They urge the United States Congress to pass this legislation while calling on federal authorities to prioritize transparency, accountability, and the protection of civil and human rights.
