Idaho Falls: Planning Commission to Hold Hearing on Capital Improvement Plan and Development Impact Fee Study

IDAHO FALLS ~ The City of Idaho Falls is seeking input from residents, developers, and community members regarding proposed updates to the city's Capital Improvement Plan and Development Impact Fee Study. A public hearing will be held on Wednesday, Nov. 5 at 7 p.m. in the City Council Chambers located at 680 Park Ave.

Hosted by the Planning Commission, the hearing will address amendments to the city's comprehensive plan to incorporate the updated impact fee study and capital improvement plan. The public will have another opportunity to provide feedback when the City Council holds a public hearing on Dec. 11 for the updated ordinance and impact fee study. If approved, these changes will go into effect in 2026.

The city is encouraging active participation from residents and developers in this update process. The Impact Fee Advisory Committee has emphasized the importance of expanding public outreach to gather meaningful community input.

The development impact fee program plays a crucial role in funding necessary infrastructure for new developments such as parks, transportation systems, and public safety services. It ensures that growth pays for itself rather than placing the burden on existing taxpayers.

Through the city's comprehensive planning process, residents have consistently expressed support for expanding infrastructure to meet growth demands. Impact fees ensure that those who benefit from new development pay their fair share of the cost for new public facilities.

In 2022, Idaho Falls first adopted its impact fee study, capital improvement plan, and ordinance. This current update aims to ensure that the city's infrastructure planning and funding mechanisms remain accurate and effective as growth continues. State law requires impact fee studies to be reviewed and updated at least every five years.

Both the Draft Capital Improvement Plan and Development Impact Fee Study, as well as the Draft Impact Fee Ordinance, are available online for public review prior to the hearings.
